Your bargaining team met with the County today.
Your bargaining team met with the County today. We passed some proposals. We have an agreement on:
- Sick Leave Verification
- Union’s longevity proposal:
- 1% at 10 years
- 2% at 15 years
- 3% at 20 years
Dropping part time hours from 1,560 per year to 1,559 per year

Your bargaining team met with the County today and focused the conversation on the language in the contract around the ACA and health care benefits for the part time workers.
With the changes in the number of hours a part time worker can work in a year, if we don’t make adjustments to Section 2 of the contracts, workers risk losing their health care plans that they are currently enrolled in.
The County presented us with its latest package proposal. The last wage offered was:

Your bargaining team met with the County today. We went through all of the proposals that the union submitted and still have not received responses on that in and of itself took up the entire morning.
After break, the County delivered another package proposal, much the same as the one we rejected. We took some time to discuss, and gave the County a counter-package which included the following:

- 6.5% in the second year

Wednesday, May 13, 2026
Today your bargaining team met with the County. We believed
that the County was going to give a counter proposal on wages,
and we were prepared to counter to keep the ball
moving. Instead, the County asked the team to list the
bargaining priorities so that the County could concentrate on
those areas in hopes of getting the contract done by
mid-June. We got a song and dance about the Board of
Supervisors not having any July meetings scheduled and if we did
not finish early, then it could be a while before seeing the
first pay increase.

Your bargaining team met with the county today. We received their initial financial proposal which was for two years: 2% wage increase in year one, and 2% in year 2. We asked why there was no third year.

Today your bargaining team met with the County. We gave counter proposals on Sick Leave Verification, Part-time workers hours, and incorporating side letters already signed into the contract sections.

Your bargaining team met with San Joaquin County today for a brief discussion around the total compensation survey. We asked why nine benchmarks had insufficient data, which would mean that 88 classifications would be left out of equities. The County said we can expect a response regarding the ideas they have for those classifications before the next bargaining session. We signed off on language for all contracts that deal with an affiliation or merger of any department with an outside entity.

Your bargaining team met with San Joaquin County today to
give the final new proposals (see attachment by clicking the
PDF link on this page). Now the team is committed to
setting priorities. We received preliminary salary survey
information from the County, and that now needs to be taken into
consideration.

Feb. 26, 2026
Your bargaining team met with San
Joaquin County today and made the following
proposals (see attachment on this page). There was also a
presentation made to both the team and the County regarding the
Educational (ED) Fund. The ED Fund would benefit
every member should they choose to use it, but only if the County
starts contributing to the fund. Your team will be
making a proposal at the next bargaining meeting with the County
in March.
San Joaquin County Bargaining Update #2
Feb. 17, 2026
Your bargaining team met with management today and passed 21 more
proposals. There were some basic questions asked by management,
with responses and clarifications made by the members of the
team.
After a caucus break, San Joaquin County management made
what they deemed to be clean up language proposals, but some of
the proposals raised questions from members of the team. We will
make the appropriate responses when we meet next with the County
on Thursday, February 26. We also want to reiterate, that
the Union’s proposals are just that, proposals.

On Wednesday, Jan. 28 your Bargaining Team met for the first time with the San Joaquin County Bargaining Team. We proposed ground rules, set future meeting dates, passed 19 proposals and had some opening discussions on the state of the County and what the financial outlook is over the next 3 years. Bargaining begins for San Joaquin County Court
Update #1
Aug. 7, 2024
Dear San Joaquin County Court members,
The bargaining team met with management today. It got off to a
slow start this morning, but we made it through! We came prepared
with 7 non-economic proposals, and the Court brought 9
non-economic proposals to the table. We agreed on the ground
rules and tentatively agreed on 8 of the Court’s proposals. All
the proposals were clean-up language as well as bringing it up to
date with current law.
We scheduled the next three bargaining dates:
– August 21
– August 29
Purple Wednesdays in San Joaquin County
Like many of us in SEIU 1021, members in San Joaquin County have been dutifully donning purple every Wednesday for years. Since 2018, Region E Vice President Taffie Walter has made it her mission to get members into the spirit to build camaraderie and show solidarity to management across all chapters.
“It reminds us we are unified and together in a positive way,” said Taffie. “It also shows management the union is still present even when we may not be in bargaining.”
San Joaquin County members shame Board of Supervisors for failing to adopt Juneteenth
On Tuesday, July 25, 2023, SEIU 1021 members returned to the San Joaquin County Board of Supervisors meeting chambers to deliver a message: “Shame on you.”
SEIU 1021 members take action for SB 525 in Stockton
Last Wednesday, May 10, healthcare workers rallied in support of SB 525 in Stockton. SB 525 is legislation for a $25 minimum wage for healthcare workers to address the patient care crisis and healthcare workforce shortage. Healthcare workers are burned out and traumatized after the stress of the pandemic and the way healthcare employers disregard staffing needs. Lack of adequate staffing produced tragic results during the pandemic, and healthcare workers are leaving their profession in alarming numbers.

It is often said that we, as public-sector workers, elect our bosses. Having pro-labor candidates run for and win public office is vital, particularly when it comes time for contract negotiations. Who sits across from us at the bargaining table can dramatically change the dynamics of our contract. That is why when someone sitting across from the bargaining team not only has a pro-labor platform but is a union member; it makes all the difference.
