Citywide tentative agreement reached with RAISES & LAYOFF PROTECTION!
The San Francisco Mayor’s office proposed a 4-Year contract
extension from 2027 – 2031 to the roughly 30 City unions. The
City is facing H.R.1 budget cuts from the federal level and the
Mayor has offered to extend the current contract plus a 12% COLA
with NO LAYOFFS of Permanent Civil Service (PCS) after ratifying
through June 30, 2029.
Your Citywide Bargaining Team has reached a tentative agreement
(TA) and recommends a YES vote to save jobs! Take a look at the

Tentative Agreement Highlights
1) Base wage increases: 12% over 4 years
2) NO LAYOFFS of PCS workers through June, 30 2029
3) Strengthened the LMC process - The union-city Labor
Management Committee (LMC) shall meet every two months.
Despite extending the contract members can still bring a total of
six issues up with the mayor per fiscal year.
4) MOUs set to sunset will be extended: Existing contract
provisions scheduled to sunset June 30, 2027 or on any other date
occurring during the term of the 2024-2027 and shall extend
through June 30, 2031.
Voting Announcement Period: Thursday, 9/10 through Wednesday, 9/16
Voting Opens: Thursday, 9/17 at 8:00 AM
Voting Closes: Wednesday, 9/23 at 5:00 PM

“H.R. 1 has enacted the largest spending cuts in U.S. history. To weather the storm to be real about the economic challenges at the same time we have this TA that guarantees layoff protections and wage increases. There is nothing here that stops us from fighting the bosses, rallying, or marching. But it ensures that our members will not be laid off for at least three fiscal years.” said SEIU 1021 President Theresa Rutherford.
“Everyone was thinking of the bigger picture. This gives us stability knowing we will have a guaranteed pay raise without any offramps and we’ll get a supercharged LMC to still be able to address issues as an expedited and escalated level with the Mayor,” said SEIU 1021 Region D Vice President Kristin Hardy.
“We need to lock in the layoff protections and I feel like the wage number is a good number we wouldn’t have been able to get that in bargaining and I feel like the layoff protection is something we wouldn’t be able to get under other circumstances,” said SEIU 1021 member and Eligibility Worker with HSA Jesse Stanton.
“The majority voted yes because I think the number one reason is the more people who continue to work and serve our city the better our city is represented. This gives the union time to plan and prepare and make sure we continue staffing our city,” said SEIU 1021 member and 911 dispatch supervisor Valerie Tucker.
“The highest priority was to make sure people can keep their jobs after a stressful situation of others who were released, so we have to make sure people keep their jobs,” said SEIU 1021 member and circulation supervisor at SF Public Library Nzugu Kitenge.
“I’m not performative, my activism is real. We have been fighting to save jobs. This is at least going to save us some grief to save jobs for at least three years. Our department has a whole list to bargain for. Most of the members live paycheck to paycheck. So let’s focus on what we’re here to do,” said SEIU 1021 member and HSA employment specialist Champagne Brown.
“I voted yes and most did because we are concerned about our coworkers though some of us are in classifications that are not being laid off, we have to stand up for everyone,” said SEIU 1021 member and SFGH Chief Clerk Brenda Barros.
