Bargaining Team Election

Per SEIU 1021 City of Hayward Bylaws and Past Practices, notice was given of an election for the Bargaining Team for upcoming contract negotiations to be held the week of February 22nd. Due to unforeseeable concerns, we have scheduled an on-site election!

  • DATE: Wednesday March 17th through March 24th.
  • TIME: 9 a.m. to 11 a.m. each work day (no voting on weekends)
  • LOCATION: Animal Control Parking Lot
    16 Barnes Court
  • METHOD: Drive through, pick up and drop off your ballot
    (social distancing and masks required)

The Election for your 2021 Bargaining Team/Chapter Officers will be conducted for the week between March 17th through the 24th from 9 a.m. – 11 a.m.

All nominees must be members of SEIU Local 1021 in good standing to be eligible to vote on your Bargaining Team. Non-Members may sign up through the SEIU1021 MRC: 1-877-687-1021

Only the Election Committee and designated poll watchers will receive and count all ballots.

The President, Robert Mitchell, is automatically part of the bargaining team and the nominees are:

  • Armando Quintero (Streets)
  • Gil Hesia (Water Field Services)
  • Tim Sira (Water Field Services)
  • Ed Lopez (WPCF)
  • Jeffrey Bashir (Utilities Div)
  • Salvador Sanchez (Landscape Div)

Challenges to or disputes arising from this election must be submitted in writing to the Chapter Election Committee within three (3) working days after the committee submits its written election report to the Chapter Executive Board. The committee shall respond within five (5) working days of the receipt of the challenge. Challenges or disputes which are denied or cannot be resolved by the Chapter Election Committee may be appealed in writing to the Local 1021 Chapter Executive Board within five (5) working days of receipt of the Chapter Election Committee’s decision. The Local 1021 Chapter Executive Board shall investigate and respond within fifteen (15) working days of receipt of the challenge. Challenges to the election will be considered valid only if they cite specific violations of the Chapter election rules and procedures, Chapter bylaws, or the Local 1021 Constitution and if the alleged violation may have affected the outcome of the election.
