We have a Tentative Agreement With the City!
Next Steps: Q&A Sessions In Person and Via Zoom, Then We Vote
After months of negotiations, we have signed a Tentative Agreement (TA) with the City of Oakland! This is a one-year contract extension, with the following big wins:
- ZERO concessions or takeaways

Bonuses
- FTE: $3,000
- PPT: $2,500
- TPT (worked 480 or more hours in the past year): $1,500
- TPT (worked 20 to 479 hours in the past year): $750
- Protections against layoffs, with added redeployment language, rules against replacing laid-off workers with contractors, volunteers, or TPTs, and increased notice (up to 35 days)

Possible Cost of Living Adjustment (COLA) of
up to 3%, based on the City’s financial health: if the City
does well, City workers will get raises
- In May of 2026, the City will release their Q3 financial report. At that time, for every $150,000 in general fund revenues received in excess of the projected revenues, SEIU 1021 members will receive a .05% COLA, up to a 3% maximum COLA
- NOTE: The May report will be audited and revised in December of 2026, so it is possible our members will see COLAs in both May and December of 2026, up to a maximum total of 3%
- Enhanced premium pay for TPT, PPT and FTE library aides
- Agreement to meet and confer with the City over spending Headstart funding received from Measure C
- Expanded safety shoe allowance: MACRO and PCT II workers will now receive this payment and sweepers and heavy equipment operators will now get the second shoe allowance
- Added professional development: four new Headstart classifications and police and fire dispatch
- Improved admin leave provisions, with expanded notice to the union of all workers on admin leave, and pay for TPTs who lost shifts they were scheduled for when they were placed on admin leave

We will be visiting worksites with T-shirts and answers to any questions you may have and scheduling Zoom Q&A sessions prior to the ratification vote ASAP. After that, we will take this agreement to City Council for their ratification. Stay tuned for details!
