We have come to a tentative agreement (TA) at the 1021 bargaining table, after last week’s TA at the Coalition table.

We will now vote on the TA, from Wednesday, August 10 through Friday, August 12.
Voting will take place via email: please update your personal email address before August 8 by emailing update.info at seiu1021.org.

The Bargaining Team recommends a YES vote!

  • Update Safety language to reflect the County’s commitment to follow Cal-Osha regulations
  • Add 3 hours of County time for appointments when on workers comp/ continuing pay
  • Social worker series classification compaction and medical social worker series equities to be discussed in the equity study reopener (in addition to EHSD SEIU 1021 classifications)
  • Case-Cap proposal to be discussed at Labor Management Committee
  • Updated language on leave of absence, sick leave, comp time, changed most EHSD references in the MOU to “Department”, return to work forms and other clean-up items

    Previous Wins:
  • Increasing bilingual pay from $100 to $200 per month
  • Adding Juneteenth as a paid holiday
  • Improved the no-discrimination clause by updating the categories including gender identity and expression
  • 320 hours of training hours for shop stewards
  • Updated safety language to reflect the County’s commitment to follow Cal-Osha regulations

Coalition Tentative Agreement Summary:

Wage Increases: 5.0% (year 1), 5.0% (year 2), 5.0% (year 3), 5.0% (year 4) = 20% over 4 years.

Retro-Activity on Wage Increases: The first pay increase will be retroactive to the first of the month during which the Union and the Board ratify and approve their overall MOU (including resolution of their side table negotiations), instead of effective the first of the month following Board approval.

Compensation Study and Equities: An EHSD compensation study with SEIU 1021 represented classifications with the ability to bargain over additional adjustments by June 2023!

Health Care Reopener: County will reopen negotiations with our Unions over health care and dental benefits and subsidy costs in June of 2024 to consider changes for the 2025 Plan Year.

Retiree Health Care Trust – the County will meet with Coalition Unions in the Joint Labor Management Committee (JLMBC) to explore establishing a retiree healthcare trust as a tax-free savings vehicle for members’ healthcare costs in retirement. Both employer and employee funding options will be considered.

Dental Insurance: County shall utilize savings in the Dental Trust to pay 100% of Diagnostic and Preventative Care in the Delta Dental PPO & Premier plans starting in the 2023 Plan Year. This means participants’ twice-per-year cleanings and annual x-rays will finally be at zero out-of-pocket cost to the employee.

Health Savings Account for High Deductible Plan – Increase the County’s contribution from $625 to $750 annually to the Health Savings Account (HSA) for employees enrolled in the Kaiser High Deductible Health Plan.

Pandemic Service Relief: $2,500 amount for full-time permanent employees, prorated for part-time permanent employees and $1250.00 for temporary employees, and full amount for temporary employees that convert to permanent by the time payment is issued. Due to restrictions on the use of federal funding for Covid relief, employees must have worked for twelve (12) months within the qualifying period April 1, 2020-December 31, 2021 to qualify for the payment.
