Special Districts Home Page
Special Districts are local government agencies responsible for providing specific types of public services in a county or region, such as water, sanitation, housing, transit, and pest control.
Despite their wide-ranging diversity, Special Districts and their employees face a number of common problems: short staffing and increasing work loads, but also public-private partnerships and “project-based” funding schemes that threaten both jobs and public accountability. Many special districts depend on federal funding, so that their political strength must extend up into Sacramento and Washington. Many are facing outright privatization and an end to union jobs.
