Question Restructuring Plan
The County's proposed solutions include different tiers of
recommendations meant to realign County services to live within their
means. Many of the proposed recommendations were part of the County's
Long Term Restructuring Plan. Other solutions were created by the 20%
across the board cuts that each department submitted in February.
Tier A recommendations
• Voluntary Separation Incentive Program
• Revised Pension System Calculations
• Shift services from the General Fund costs to other funds
• Other savings (leases, copier costs, county contracts)
• Fee increases
• Eliminating vacant positions (29.8 FTE)
Tier B recommendations
• Layoffs (28.9 FTE)
• 60% of layoffs proposed in Health and Human Services.
Tier C recommendations
• Other program cuts
• Elimination of vacant positions
• Layoffs (17 FTE)

provided medication to County residents for over 30 years. Eliminating
this program means a unique safety net vanishes. Despite repeated
efforts to raise fees to make it a self-sustaining program, fees have
not been raised in over 6 years. Reinventing this program will be far
more expensive."

SEIU 1021 Members Discuss Restructuring with US Representative Lynn Woolsey
SEIU’s political department recently contacted US Rep. Lynn Woolsey, to
facilitate a meeting with two members of Marin Board of Supervisors -
Hal Brown, Jr. (District 2) and Steve Kinsey, 2nd Vice President
(District 4), along with County Administrator Matthew Hymel, Chief
Asst. County Administrator Mona Miyasato, and Principal Personnel
Analyst Angela Nicholson. The meeting on March 1, 2010, was an informal
meeting between SEIU staff, SEIU members, and Board of Supervisor
Members, and initiated dialogue about the county’s plans to restructure
services.
The Board of Supervisor members invited SEIU input on alternative ways
to approach Marin budget issues and restructure plans. Our goal is to
have input prepared in time for Board of Supervisor consideration at
Budget Workshops scheduled for March 15 and 19, 2010.
THANKS TO SEIU 1021 MARIN MEMBERS for working as a TEAM to prepare a
presentation on womens health services. SEIU 1021 Members were also
present from dental health services and mediation services.
We are planning to prepare viable alternatives for many of Marin County
services that we can present to County Staff and the Marin Board of
Supervisors. SEIU Researcher Nick Peraino is assisting with this
project.
Reduction In Force Meetings Postponed
Many members expressed alarm that the County seemed to be moving
quickly towards implementing a Reduction in Force (RIF), prior to full
discussion of the restructure plans and without full participation and
input from labor organizations.
After meeting with SEIU representatives (staff and activists) on March
1, 2010, it was agreed that these meetings would be rescheduled, to
allow for greater participation and input into the content of the
meetings on Reduction In Force procedures, including bumping rights,
etc. For starters, SEIU has requested that the County prepare accurate
seniority rosters, by classification, so that members can check the
lists for accuracy.
SEIU 1021 members are entitled to notification prior to any layoff, and
the notice must inform employees of their bumping rights.
