Marin Midwives Advocate for Women’s Services
Marin Midwives are requesting SEIU 1021 members’ assistance to help protect women’s health services from negative impacts during the upcoming budget year.
We are concerned about apparent plans to lay off caseworkers and
support staff, and to stop funding the Comprehensive Perinatal Services
Program (CPSP) effective July 1, 2010. As we work together to find
creative solutions to Marin’s projected budget deficits, we would like
to convince policy makers not to separate prenatal care and intrapartum
care, and to continue funding these vital services.
For example, the present county midwivery service has demonstrated a
10% cesarean section rate, with no rise in morbidity over the last nine
years. Keeping this team of county employees together is truly a matter
of life and death for Marin County residents.
Please send an email, postcard or letter, or call your District
Supervisor to insist that the residents of Marin County continue to
receive the highest quality women’s health services from County
employees, including midwives, caseworkers, and support staff.
Please have friends and colleagues to send messages to the Marin Board
of Supervisors, it will help let them know that women’s health services
are a top priority for the residents of Marin County.

Budget Forum Draws Questions About Services and Processes
The Community Budget Forum, hosted by the County, was an opportunity for the public to hear County recommendations and to briefly provide input. Many individuals expressed interest in retaining services, while community advocates and recipients talked about how the loss of services would impact their communities. Forum participants expressed concern about the decision-making process and the need for budget priorities to be discussed as opposed to being decided only on the basis of the recommendations.
County Administrator, Matthew Hymel, described the County’s process to divide services into two specific categories: Discretionary vs. Mandatory. Services that are mandated by the state or federal government will remain in tact. All other services will be reviewed to determine where cuts will be made. Department Directors Daly, Daniel and Meredith discussed the impact of the cuts on their departments.
Interestingly, there was no mention of the 2009 Marin County Resident Survey, in which 85% of residents decided that in the face of limited and declining resources, they want County services and programs to be maintained and another 51% wanted to expand services.
Attending the upcoming Board of Supervisors hearings and our SEIU 1021 strategy sessions and informational meetings will play a major role in our ability to prevent these threats to our jobs, services and to our future.

Members Begin Process for Upcoming Elections
The Marin County Committee on Political Education (COPE) met last Monday, March 22, 2010 in San Rafael. The mission of the COPE Committee is to lead the local’s campaign to create a new political majority for working families. The COPE Committee also works to increase member leadership and engagement in worksite political education, community partnerships, issue advocacy, electoral campaigning, and voluntary contributions to our COPE fund.
During the meeting, we:
• Discussed the new rules for political committees in Local 1021 and criteria.
• Planned for our meeting on April 12, where we will interview candidates for the June 8 Primary.
• Decided to interview candidates for County Board of Supervisors and for County Assessor.
We are still soliciting input from our members in the Sheriffs and Coroners Departments to determine if we want SEIU 1021 to make an endorsement in the Sheriffs election. All members in the department are encouraged to engage in this endorsement process. Only members can determine who can best represent them in that position.

Important Upcoming Ballot Issues
Measure A: Marin County Free Library Measure will be on the ballot for the June 8th Election. To ensure local funding that can’t be taken by the State, Marin County Free Library shall be authorized to levy $49 per parcel annually for 5 years.
Measure A includes:
• Bringing local libraries up to date, preventing closures, and maintaining library hours
• Providing children, teen, senior and disabled programs, including adult and family literacy.
• Maintaining collections of books, CDs, DVDs, materials and services.
• Providing ADA accessibility

Engaging Our Officials
Q: What are we doing to stop the cuts to services in
Marin County, and how can I get involved?
A: SEIU 1021 members and staff are hosting informational meetings each week to discuss the County’s proposals. We are also conducting research to identify and promote alternatives that retain our jobs and services. Talk to people in your department so that someone can attend and relay the information, ideas and strategies that come out of the meetings.
Q: Are the Reduction in Force proposals final?
A: The reduction in force proposals are recommendations from the County Administrator to the Board of Supervisors. While the board has agreed to a restructuring plan, these proposals will be voted on by the Board. SEIU 1021 members, staff and supporters are working together on a counter proposal. Our alternatives, combined with public pressure and community input will be key in holding County officials accountable to the entire Marin community.
