City of Napa Part-Time Workers Celebrate Victory!

City of Napa part-time workers won their first of many victories. Through the card check process, workers reached majority and were successful in forming a union with SEIU 1021. City of Napa part-time workers make up almost 25% percent of the workforce and are also referred to as 1000 hour workers, which refers to the total number of hours they are permitted to work in a year. Department of Labor statistics report a considerable increase in part-time workers across the country. This may be due in part to the limited benefits employers provide for part-time workers.

For several months, City of Napa full-time members joined with part-time employees to participate in several actions to get support for their union. The June 16th City Council meeting was one of those events. Linda Takenouchi spoke out during the meeting, and expressed the reasons why part-time workers wanted a union. Cheers broke out in the chamber after the council voted in favor of recognizing part-time workers union.

"I am a part-time worker who wants this to be part of my career path, said James Fabone, a part-time Engineering Aide for the City of Napa. We want good, stable careers and a structure that allows us to gain valuable skills so we can provide better services.

Linda Takenouchi, a part-time Secretary Assistant, shared the same feelings, I am interested in learning new programs and systems that I can apply to my job. I am looking forward to participating in my union. SEIU 1021 also represents City of Napa full-time general employees. The new unit will represent approximately 80 employees. Now members are drafting proposals for their first contract negotiations.
