SEIU 1021 Files Unfair Labor Charges Against Solano County
Fairfield, CA – With less than a week before their contract expiration, nearly 400 Solano County workers represented by SEIU 1021 took the first steps to go on strike. Workers attended intensive strike training on Wednesday evening on their legally protected rights to strike and the County’s illegal behavior at the bargaining table. SEIU 1021 represents over 1,800 Solano County workers, including social workers, mental health specialists, public health nurses, librarians, Child Support Services specialists, public safety dispatchers, and veterans’ services workers.
On the same day, SEIU 1021 filed Unfair Labor Practice (ULP) charges with the Public Employees Relations Board (PERB) against Solano County. The Union has endured more than three months bargaining with County negotiators, who have refused to engage in real negotiations. The County has failed to engage in dialogue at the bargaining table that demonstrates any consideration of the workers’ proposals. Instead, the County has rejected workers’ proposals without question or without any counterproposals.
The two sides have also been unable to reach an agreement because the County has failed to send a representative with the authority to negotiate to the bargaining table. Don Turko, the County’s chief spokesperson at the bargaining table has made it clear to the Union’s bargaining team that he has no authority to make proposals or reach an agreement, and that he is only authorized to recite the predetermined bargaining positions decided by people not present at the table.
“All we are asking for is an opportunity to negotiate a fair contract for Solano workers and the families they support,” said Akbar Bibb, a social worker and SEIU 1021 Solano Chapter President, “but the County has been unwilling to sit down with its workers and engage in dialogue about the challenges Solano families are facing.”
Strike authorization votes will begin for 1,800 Solano County workers on September 28th, the day of their contract expiration. Results will be announced after the polls close early Friday evening.
