This is a draft summary of the RN tentative agreement, reached on May 17, 2007, at 10:30 pm, with a unanimous recommendation of support from your RN Negotiation Committee. Prior to secret ballot ratification, there will be an opportunity for full discussion, questions, and review of the relevant documents.

We have made substantial gains in our position relative to the Bay Area RN labor market over the last few years, and this contract will continue that trend over the next three years!

Salary Increases (Across-the-Board for ALL RN Classifications)
  • October 1, 2007--2.5%
  • April 1, 2008 --3%
  • October 1, 2008 --2%
  • April 1, 2009 --4%
  • October 1, 2009 --2%
  • April 1, 2010 --4%
Total across-the-board increases of 17.5% over 3 years
NO CHANGE in City’s contribution of 7.5% to retirement
Uniform / Equipment Allowance: $250 per year, payable to ALL RNs, on December 1 of each year

Tuition Reimbursement Increase
: Annual Maximum increased to $1500, effective 7/1/07. Fund increased to $250,000 annually, effective 7/1/08

Education Leave Improvement: Automatic carry-over of unused education leave, up to a maximum of 60 hours. (Before it was “use it or lose it”)
Per Diem Holiday Pay: Time and one half for all P103 work performed on ALL holidays. (Before it was restricted to three holidays)

Nurse Practitioners: Additional 1% effective 7/1/08
Additional 1% effective 1/1/09

Preceptor Premium Pay: Increase to 7.5%, effective 1/1/09

Charge Nurse Premium Pay:
Increase to 7.5%, effective 4/1/09

Weekend Differential: 5% for all weekend shifts, effective 1/1/10

Retiree Bonus:
Retired nurses who return to work as P103 or as-needed nurses and reach 750 hours per year will receive a $2000 bonus, effective 7/1/07

Education Fund: $50,000 annually, effective 7/1/08 to promote RN CEU events

Paid Breaks:
15 minutes per 4 hours, effective 7/1/07

Parking: Option to pay by payroll deduction, implementation date as soon as practical. Continuation of cap on monthly rates ($10 above Muni Fast Pass)

SFGH Patient Classification System: Quarterly meetings to resolve dispute regarding patient classification system and SFGH acuity tool. Release time of one day per week for an Evaluator Nurse to gather data.

Staffing Improvements: Our contractual staffing language is just one part of our advocacy for acceptable staffing levels. We advocate for the protection of current services, for expanded services, and for improved staffing in all venues, including budget advocacy at the Health Commission, Board of Supervisors, and Mayor's Office, as well as state and federal legislation. The language in our contract is a protection for baseline staffing, but we will continue to advocate for levels above the minimum baseline when needed. Additional staffing commitments:

Phase I, effective 1/1/08
SFGH Med-Surg:
  • 25% increase in RN count for HPPD, effective 4/1/08
  • 1 CNA per Unit, 24/7; 1 Unit Clerk per unit, 16/7
  • 7D – Two staff, 24/7; Chemo Nurse 2:1 ratio
  • SFGH NICU - Charge Nurse out of staffing, 24/7
  • SFGH PES - Charge Nurse out of staffing, 24/7
  • SFGH ICU: 1 CNA per Unit, 24/7; 1 Unit Clerk per unit, 16/7
  • SFGH PACU/ICU: 1 Unit Clerk (night shift) to float between PACU, 4E, 5E/R
  • SFGH Psychiatry: 1 CNA, 16/7 (to float)
  • LHH – 7 Unit Clerks, 5 FTE RNs (includes one resource RN)
  • SFBHC – Mental Health Worker (for front lobby)
  • SFGH MERT Team (Medical Emergency Response Team)

Phase II, effective 1/1/09:

SFGH Med-Surg:
  • 25% increase in RN count for HPPD, effective 4/1/09
  • Increase to 1.5 CNAs per Unit, 24/7
  • SFGH Psychiatry: Increase CNA, 24/7 (to float)
  • LHH: Staffing Matrix, Additional RNs, LVNs

Phase III
  • SFGH Psychiatry: Charge Nurse .5 out of staffing (day shift), effective 7/1/09
  • SFBHC: 1 Unit Clerk, effective 1/1/10
  • SFGH Med-Surg: 25% increase in RN count for HPPD, effective 4/1/10

PHN Caseloads: Additional liaison and utilization review assignments will be factors in determining equitable caseloads.

Health at Home: Meet and Confer over IT/IS issues and productivity standards.

Per Diem Sick Leave:
Per diem sick leave will continue to accrue until 7/1/07, and will then sunset. Sick leave balances will be reconciled at that time, per meet and confer.

Three Year Agreement: July 1, 2007 – June 30, 2010
