1021 Network Site Use Policy
PART I - GENERAL
Who and What is Covered by This Policy
SEIU 1021's online network ("1021 Network") consists of a main website and associated social media sites, each playing a unique role in the network. This Site Use Policy covers all SEIU 1021 staff and members granted access to publish content to these sites ("users"), and use of the sites in this way constitutes agreement with this Site Use Policy. In addition, the 1021 Network Community Guidelines cover all site visitors who post comments to published content. The Guidelines are incorporated by reference into this Policy.
All site content in the 1021 Network is the intellectual property of SEIU Local 1021, and no use of the content for purposes contrary to the Constitution and Bylaws of Local 1021 shall be permitted.
This Site Use Policy and the Community Guidelines (incorporating any future amendments or versions) will be permanently available on the SEIU 1021 website at seiu1021.org.
1021 Network
The 1021 Network consists of the following websites and platforms and others that may be added in the future:
1) SEIU1021.org
The local's main website.
Users: Communications Team, designated program/field/office staff, web stewards
2) Blue State Digital
Online activism and campaigning: 1021 NewsWire (1021NewsWire.org), campaign action alerts, local organizing, COPE fundraising, etc.
Users: Communications Team, designated program/field/office staff for specific modules or features
3) Facebook - facebook.com/seiu1021
Community relations and organizing.
Users: Any Facebook user who "likes" the site may post publicly to the Wall, comment, and participate in discussions; this is encouraged for all staff and members. The Communications Team has sole administrative access to the local's main Facebook page, but member communications activists may create and/or be assigned as administrators for local area campaign pages (see Part III - Interactivity).
4) Twitter - twitter.com/seiu1021
Publication of political and union news updates.
Users: Communications Team, Political Team
5) YouTube - youtube.com/seiu1021
Video gallery and activism. Only the Communications Team may upload videos, but chapters and industry groups are encouraged to use YouTube creatively for video actions as part of their campaigns.

PART II - COMMUNICATIONS ACTION NETWORK
1021 Communications Department
Communications Department staff are system administrators for the 1021 Network and are the final authority on matters concerning the safety and integrity of the local's data and intellectual property in the network. For Blue State Digital, the 1021 Communications Department is responsible to the International Union, which maintains the vendor contract, makes BSD available to locals, and manages local administrator accounts. System administrators are trained and certified by SEIU New Media, and act as its representatives to ensure the safety and integrity of the BSD system and data as well as SEIU 1021's compliance with the International's contracts with BSD. The other social media sites are the property of SEIU 1021 and administered solely by the 1021 Communications Department.
Web Stewards
Each SEIU 1021 chapter, committee, industry, region and council may have a home page ("group") on the SEIU 1021 website and publish content on its own page. To this end, each may authorize one person - a "web steward" - to publish content on this page. Each body is responsible for its own content and for updating its own page.
Membership bodies of three types exist within SEIU 1021 - local-wide, industry/region/committee ("council"), and bargaining unit chapter - and web stewards may be designated for each body. There is no difference in their rights, responsibilities or user access as web stewards; the difference lies only in where they publish content on the website. The terms "chapter," "council" and "local-wide" are used in this Policy to cover the following bodies collectively:
"Chapter" web stewards are designated for bargaining unit chapters of SEIU 1021 established under the Bylaws.
"Council" web stewards are designated for: industry councils, county areas (regions), the 1021 Retiree Council and county/local retiree chapters, 1021 COPE and county COPE committees, the Social & Economic Justice Committee and SEJ solidarity committees.
"Local-wide" refers to 1021 Leadership Bodies (Executive Board and its committees), and the Organizing, Education & Training, Research, Political and Communications departments. Content is generally maintained by the Communications Department or other staff site administrators, but this does not preclude members from acting as web stewards for local-wide bodies.
Web stewards are designated by each body according to its own procedures and are answerable to that body for all content, but are responsible to the system administrators (Communications Dept.) for abiding by this Site Use Policy. Web stewards must receive training from the Communications Department in order to receive a user account.
Web stewards agree to follow all naming and tagging conventions and other rules of use established by the system administrators. Web stewards are responsible for approving, rejecting or responding to all comments submitted on their pages.
Notwithstanding any web steward appointment by a chapter or council body, a system administrator may revoke a web steward's access if the administrator deems the web steward has willfully violated these policies or poses a threat to system safety or integrity.
1021 Staff & Members
SEIU 1021 Staff should be cognizant of their staff role and responsibilities when using any social media, and must always identify themselves as staff when posting or commenting on a 1021 Network site.
All SEIU 1021 staff and members should be aware that their posts or comments on a 1021 Network site could have an impact on their current employment. All are advised to consult sources such as those below for guidance concerning social media and their jobs:

PART III - INTERACTIVITY
The Communications Action Network is about supporting local independence but at the same time linking it all back to the 1021 Network so that everyone's activities are accessible to everyone else in the local. Sharing news and information is an important part of creating our identity and building our power as a local with more than 50,000 members covering nearly one-third of the state.
Facebook & Twitter: Local Area Campaign Sites
All membership bodies covered under "Web Stewards" (above) may set up their own Facebook page or Twitter feed for their local area public campaigns as long as they add it to the 1021 Network as follows:
1) Facebook: Add the following pages as Favorites to the local campaign page:
a) SEIU
b) SEIU 1021 (facebook.com/seiu1021), all other SEIU 1021 local campaign Facebook pages
c) SEIU CA State Council, California Labor Federation
d) The California Channel
e) Change to Win, AFL-CIO
Each chapter or council can add its own Favorites to this basic set.
2) Create a tab to display the 1021 Twitter feed (twitter.com/seiu1021) on the local campaign page. Chapters/committees are encouraged to add a tab for the local's YouTube site as well (youtube.com/seiu1021). The local's Facebook page has both as examples.
3) Email the Communications Department at communications@seiu1021.org when the page is launched so it can be added to the Favorites on the local's page.
4) Twitter: Follow SEIU 1021 on Twitter, then email the Communications Department at communications@seiu1021.org to be followed in return.
General Comment Policy
The general policy is to encourage freedom of expression, provided that users and visitors take individual responsibility for their own published words.
Site Visitors: All comments on published content are subject to approval by a moderator before being posted to the website or any 1021 Network site that enables commenting, and commenters must provide a valid email address when requested. On the 1021 Facebook Wall, posters are responsible for responding (or not) to comments on their own posts. All comments and Facebook Wall posts may be removed by an administrator without notice if deemed to violate this Site Use Policy, in particular the "Prohibited Uses" (below).
1021 Network Users: All web stewards and other members and staff with user accounts to a 1021 Network site who post to a blog, Wall or similar space on those sites are responsible for responding to comments on their own posts, i.e. users are considered the moderator for their own posts. In any moderated group or listserv, however, the group administrator shall be considered the moderator.
Prohibited Uses
No material may be published on SEIU1021.org or the 1021 Network that:
1) may be considered defamatory, libelous, obscene, uncivil, discriminatory or threatening;
2) infringes any person's copyright or other intellectual property rights;
3) violates another person's rights of privacy or publicity;
4) violates union election rules or the SEIU 1021 Constitution or Bylaws;
5) violates state, federal or local laws concerning political campaign contributions.
